The Constitution (Distribution of Revenues) No. 4 Order, 2001.

1THE CONSTITUTION (DISTRI B UTION OF REVENUES) No. 4 ORD ER, 2001

C.O. 186

In exercise of the powers conferred by article 275 of the Constitution, the President, after having considered the recommendations of the Finance Commission, hereby makes the following Ord er, namely:--

1 . This Ord er may be called the Constitution (Distribution of Revenues) No. 4 Ord er, 2001 .

2 . The General Clauses Act, 1897 ( 10 of 1897 ), sh all apply for the interpretation of this Ord er as it applies for the interpretation of a Central Act

3 . ( 1 ) In accordance with the provisions of clause ( 1 ) of article 275 , there sh all be charged on the Consolidated Fund of India, in the financial year commencing on the 1 st day of April, 2000 , as grants-in-aid of the revenues of--

(a) each of the States specified in column ( 1 ) of the Table below, the sums specified against it in column ( 2 ) of the said Table towards grants for Panchayati Raj Institutions:--

Provided that the sums specified above sh all be paid to the Panchayati Raj Institutions in the said financial year by a State Government and these sums sh all be in addition to the sums flowing to the Panchayati Raj Institutions from the State Government:

Provided further that die sums specified above sh all be expended by Panchayati Raj Institutions as per the recommendations of the Eleventh Finance Commission bcontained in Chapter VIII of its report and in the guidelines to be issued by the Central Government for utilization of the grants from that Government to the State Governments in this regard;

(b) each of the States specified in column ( 1 ) of the Table below, the sums specified against it in column ( 2 ) of the said Table towards grants for Urban Local B odies:--

Provided that the sums specified above sh all be paid to the Urban Local B odies in the said financial year by a State Government and these sums sh all be in addition to the sums flowing to the Urban Local B odies from the State Government:

Provided further that the unutilised grant for a particular year may be carried forward to next year and the grant which remain unutilised will be credited to the Incentive Fund during 2004 - 05 from which fiscal performance based grants are to be released to all the States:

Provided also that the sums specified above sh all be expended by Urban Local B odies in terms of the recommendations of the Eleventh Finance Commission as contained in Chapter VIII of its report and in the guidelines to be issued by the Central Government for utilization of the grants from that Government to the State Governments in this regard.

( 2 ) Any sum or sums payable under sub -paragraph ( 1 ) sh all be in addition to any sum or sums payable to the States under each of the provisos to clause ( 1 ) of article 275 .

THE CONSTITUTION (H INDI LANGUAGE FOR OFFICIAL PURPOSES) ORD ER, 1955

2S.R.O. 3612 , dated the 2 nd December, 1955 .--The following Ord er made by the President is published for general information:

ORDER

In exercise of the powers conferred by the proviso to clause ( 2 ) of article 343 of the Constitution of India, the President is pleased to make the following Ord er, namely:--

1 . This Ord er may be called the Constitution (H indi Language for Official Purposes) Ord er, 1955 .

2 . The official purposes of the Union for which the Hi ndi language may be used in addition to the English language sh all be as specified in the Schedule hereto annexed.

THE SCHEDULE

( 1 ) Correspondence with me mbers of the public.

( 2 ) Administrative reports, official journals and reports to Parliament.

( 3 ) Government resolutions and legislative enactments.

( 4 ) Correspondence with State Governments which have adopted Hi ndi as their official language.

( 5 ) Treaties and agreements.
