Constitution (Distribution of Revenues) Order, 1996.

1 THECONSTITUTION (DISTRIBUTION OF REVENUES) ORDER, 1996

In exercise of the powers conferred by article275 of the Constitution, the President after having considered therecommendations of the Finance Commission, hereby makes the following Order,namely:--

1. This Order may be called the Constitution(Distribution of Revenues) Order, 1996.

2. The General Clauses Act, 1897 (10 of 1897),shall apply for the interpretation of this Order as it applies for theinterpretation of a Central Act.

3. (1) In accordance with the provisions ofclause (1) of article 275, there shall be charged on the Consolidated Fund ofIndia, in the financial year commencing on the 1st day of April, 1995 asgrants-in-aid of the revenues of each of the State specified below, the sumsspecified against it as representing the contribution of the Central Governmenttowards State Calamity Relief Funds for affording relief in connection withnatural calamities in the States:

Providedthat the sums specified above shallbe expended in the financial year commencing on the 1stday of April, 1995 on measures for affording relief in connection with natural calamities in theStates:

Providedfurther that if the actual expenditure on relief measures as revealed in the accounts of that year, is lower than the sumsspecified above, the balance shallbe available to the State Government for being kept as a resource for the nextplan.

(2)Any sum of sums payable under sub-paragraph(1) to any State, in the financial year commencing on the 1stday of April, 1995 shall be inaddition to the sum or sums payable to that State in that financial year inpursuance of sub-paragraph (1) of paragraph 3 of theConstitution (Distribution of Revenues) No.2 Order, 1995.
