Constitution (Distribution of Revenues) No. 2 Order, 2000.
1 THECONSTITUTION (DISTRIBUTION OFREVENUES) ORDER, 1997

In exercise of thepowers conferred by article 275of the Constitution, the President, after having considered therecommendations of the Finance Commission, hereby makes the following Order,namely:--
1. This Ordermay be called the Constitution (Distribution of Revenues) Order,1997.
2. The General ClausesAct, 1897 (10of 1897), shall apply for theinterpretation of this Order asit applies for the interpretation of a Central Act.
3. (1) In accordance with the provisions of clause (1) ofarticle 275, there shall be charged on the Consolidated Fund of India, in thefinancial year commencing on the 1st day of April, 1996, as grants-in-aid of therevenues of--
(a) each of the Statespecified in column (1) of theTable below, the sums specified against it in column (2)of the said Table towards grants for Panchayati Raj Institutions:--

Provided that the sums specified above shall be paid to thePanchayati Raj Institutions in the said financial year by a State Government andthese sums shall be in addition to the sums flowing to the Panchayati RajInstitutions from the State Government:
Provided further that the sums specified above shall beexpended by Panchayati Raj Institutions as per the recommendations of the TenthFinance Commission contained in Chapter X of its report and in the guidelinesissued by the Central Government for utilisation of the grants from thatGovernment to the State Governments in this regard;
(b) each ofthe States specified in column (1) of the Table below, the sums specifiedagainst it in column (2) of the said Table towards grants for Urban LocalBodies:--

Provided that the sums specified above shall be paid to theUrban Local Bodies in the said financial year by a State Government and thesesums shall be in addition to the sums flowing to the Urban Local Bodies from theState Government:
Provided further that the sums specified above shall beexpended by Urban Local Bodies in terms of the recommendations of the TenthFinance Commission as contained in Chapter X of its report and in the guidelinesissued by the Central Government for utilisation of the grants from thatGovernment to the State Governments in this regard.
(2) Any sum or sums payable under sub-paragraph (1) shall bein addition to any sum or sums payable to the States under each" of theprovisos to clause (1) of article 275.
