The Constitution (Distribution of Revenues) Order, 1999.

1 THECONSTITUTION (DISTRIBUTIONOF REVENUES) ORDER,1999

Inexercise of the powers conferred by article 275of the Constitution, the President, after having considered the recommendationsof the Finance Commission, hereby makes the followingOrder, namely:--

1.ThisOrder may be called theConstitution (Distribution of Revenues)Order, 1999.

2.The General Clauses Act, 1897(10of 1897),shall apply for theinterpretation of thisOrder as it applies for theinterpretation of a Central Act

3.(1)In accordance with the provisions of clause (1)of article 275,thereshall be charged on theConsolidated Fund of India, in the financial year commencing on the 1stday of April, 1998,as grants-in-aid of the revenues of each of the States specified in column (1)of the Table below, the sums specified against it in each of the columns (2)to (8)of the said Table, towards expenditure of capital nature, on programmes forupgradation of standards relating to the administration of the sectors andservices mentionedin those columns, namely:--

3281.25:

Providedthat the sums specified aboveshall be expended on programmesformulated by the State Governments for upgrading the standards relating tothe administration of the sectors and services specified above and approved bythe Central Government:

Providedfurther that the amount of the grant specified above against any administrationissubject to adjustment within thefinancial year commencing on the 1stday of April, 1999against the actual expenditure incurred on approved programme or programmesrelating to such administration, as reflected in the accounts of that year.

(2)Any sum or sums payable undersub-paragraph (1)shall be in addition to any sumor sums payable to the States under each of the provisos to clause (1)of article 275.
