1 THECONSTITUTION (DISTRIBUTION OFREVENUES) ORDER. 2000

Inexercise of the powers conferred by article 275 of the Constitution, the President, after having considered therecommendations of the Finance Commission, hereby makes the followingOrder, namely:--

1.This Order may be called theConstitution (Distribution of Revenues) Order, 2000.

2.The General Clauses Act, 1897 (10 of 1897),shall apply for the interpretation of this Order as it applies forthe interpretation of a Central Act

3. (1) In accordance with theprovisions of clause (1) ofarticle 275, thereshall be charged on the Consolidated Fund of India, in the financial yearcommencing on the 1st day ofApril, 1999, as grants-in-aid ofthe revenues of each of the States specified below, the sums specified againstit as representing the contribution of the Central Government towards StateCalamity Relief Funds for affording relief in connection with natural calamitiesin the States:--

Providedthat the sums specified above shallbe expended in the financial year commencing on the 1stday of April, 1999 on measuresfor affording relief in connection with natural calamities in the States:

Providedfurther that if the actual expenditure on relief measuresas revealed in the accounts of that year, is lower than the sums specifiedabove, the balance shall remain available to the State Government as part of the CalamityRelief Fund of the State.

(2)Any sum or sums payable under sub-paragraph (1) to anyState, in the financial year commencing on the 1st day of April, 1999 shallbe in addition to the sum or sums payable to that State in the financial year inpursuance of sub-paragraph (1) ofparagraph 3 of the Constitution(Distribution of Revenues) Order,1999.

2. Fourth quarterlyinstalments amounting to Rs. 1126.25lakhs, Rs.1478.50 lakhs and Rs. 53.75 lakhs in respect of Bihar,Maharashtra and Manipur respectively have not been released for want ofinformation relating to constitution of Calamity Relief Fund and crediting theCentral and Slate shareinto the Fund.

3. First quarterlyinstalment amounting to Rs. 102.00lakhs and Rs. 2712.50 lakhs in respect of Sikkim and Uttar Pradesh respectively released inadvance during 1998.99.
