Restrictions on Discussion in the Legislature.

(1)No discussion shall take place in a Provincial Legislature with respect to theconduct of anyjudge of the Federal Court or of a High Courtin the discharge ofhis duties.

Inthis sub-section the reference to a High Court shall be construed as including areference to a court in a Federated State which is a High Court for any of thepurposes of Part IX of this Act.

[(2)If the Governor in his discretion certifies that the discussion of a Billintroduced or proposed to be introduced in the Provincial Legislature, or of anyspecified clause of a Bill or of any amendment moved or proposed to be moved toa Bill, would affect the discharge of his special responsibility for theprevention of any grave menace to the peace or tranquility of the Province orany part thereof, he may in his discretion direct that to proceedings, or nofurther proceedings, shall be taken in relation to the Bill, clause oramendment, and effect shall be given to the direction].1
