Everyminister ¹ [every counsellor] and the Advocate-General shall have theright to speak in, and otherwise to take part in the proceedings of, ² [eitherChamber, any joint sitting of the Chambers, and any committee of theLegislature] of which he may be named a member, but shall not by virtue of thissection be entitled to vote.
