(1) There shall be constituted for such transitional area which is deemed to be a municipal area under section 350 a town panchayat.

(2) Every town panchayat shall be a body corporate by the name of "the Town Panchayat of" and shall have perpetual succession and a common seal with power to acquire, hold and dispose of property and to contract and may by the said name sue and be sued.
