The owner or occupier of any building or land within the ¹ [municipal area] shall be entitled to cause his drain to empty into sewers of the municipal council, provided that he first obtains the written permission of the municipal council, and that he complies with such conditions as the municipal council prescribes, as to the mode in which and the superintendence under which the communications are to be made between drains not vested in the municipal council and drains which are so vested.
