(1) A general election of councillors shall be held for the purpose of constituting a municipal council for the first time or¹[before the expiry of the period for which] an Administrator is appointed under section 315 or¹[before the expiry of the period specified] under section 316.

(2) A general election shall also be held for the purpose of filling thevacancies arising by the efflux of time in the office of the councillors.
