(1) A copy of rules and bye-laws for the time being in force shall be kept at the municipal office and shall during office hours be open free of charge to inspection by any inhabitation of the¹[municipal area].

(2) Copies of all such rules and bye-laws shall be kept at the municipaloffice and shall be sold to the public at cost price either singly or in collection at the option of the purchaser.
