The Constitution (Distribution of Revenues) No. 4 Order, 1999.

1 THECONSTITUTION (DISTRIBUTIONOF REVENUES) No.4 ORDER,1999

Inexercise of the powers conferred by article 275of the Constitution, the President, after having considered the recommendationsof the Finance Commission, hereby makes the followingOrder, namely:--

1.ThisOrder may be called theConstitution (Distribution of Revenues)No. 4Order, 1999.

2.The General Clauses Act, 1897(10of 1897),shall apply for theinterpretation of thisOrder as it applies for theinterpretation of a Central Act.

3.(1)In accordance with the provisionsof clause (1)of article 275,thereshall be charged on theConsolidated Fund of India, in the financial year commencing on the 1stday of April, 1998,as grants-in-aid of the revenues of each of the States specified below, the sumsspecified against it:--

(2)In ease the actual realisation of the concerned States from royalty on mines andminerals during the financial years commencing on the 1stday of April, 1995,the 1stday of April, 1996,the 1stday of April, 1997and the 1stday of April, 1998is higherthan that assumed by the Tenth Financial Commission, then, suitable reductionwill be made in financial year commencing on the 1stday of April, 1999in the grants payable to the concerned States under clause (1)of article 275of the Constitution. In case the grants payable to the States under clause (1)of article 275are not adequate, the adjustment may be made from theother grants payable to theStates.

(3)Any sum or sums payable undersub-paragraph (1)shall be in addition to any sumor sums payable to the States under each of provisos to clause (1)of article 275.
